11月15日,《区域全面经济伙伴关系协定》(RCEP)正式签署。RCEP协定的第十二章,详细列出了“电子商务”的具体条款。RCEP是由东盟10国(印度尼西亚、马来西亚、菲律宾、泰国、新加坡、文莱、柬埔寨、老挝、缅甸、越南)在2012年发起,邀请中国、日本、韩国、澳大利亚、新西兰、印度6个对话伙伴国参加,旨在通过削减关税及非关税壁垒,建立一个16国统一市场的自由贸易协定。(详见:【专题】15国签署RCEP世界最大自由贸易区启航 对跨境电商影响几何?http://tttfamily.com/zt/zrmy/)
在电子商务领域,RCEP除规定了电子认证和签名、在线消费者保护、在线个人信息保护、网络安全、跨境电子方式信息传输等条款,我国还首次在符合我国法律法规的前提下在自贸协定中纳入数据流动、信息存储等规定。(详见:)

据“一带一路”TOP影响力社会智库网经社电子商务研究中心发布的《2019年度中国跨境电商市场数据监测报告》(报告全文:tttfamily.com/zt/2019kjscbg/)数据显示,2019年中国跨境电商市场规模达10.5万亿元,同比增长16.66%。其中,出口跨境电商规模8.03万亿元,进口跨境电商市场规模2.47万亿元。
